How to tell Excel the system date format has changed?

I am changing the HKEY_CURRENT_USER\Control Panel\International\sShortDate
key from VBA. Although I can change that setting without problem, Excel is
not picking up the changes. When I change it through the Control Panel app,
Excel uses the new date format as soon as I exit the Control Panel app. I
tried posting the WM_SETTINGCHANGE message but couldn't get Excel to use the
new format. Can anyone help?
