How to tell when footnotes are reordered

I am writing an app to manage research references and automatically insert
the citations into an open Word 2007 document. So far, so good - all works
fine. But when in the course of the document creation new footnotes are
inserted in the middle of the list, deleted, or existing footnotes are
re-ordered my app needs to know so that I can change the format of the
citations in the footnotes (full citation, short form, "ibid.", etc.).

Is there any way to determine when this has happened, so that I can respond
to it?
