how to test which program is blocking a port

Problem:

Send out email from Outlook 2002 but it cannot be sent out. yesterday it
worked.

Error is server interupted please check ISP provider
Done Already
Pinged server from dos worked therefore there is a software conflict,
disabled firewall but still error.
How is it possible to trace the conflict?
