How to toggle from English to German easily w/o losing settings?

I have 2003 Windows XP Student/Teacher version.
I am bilingual but communicate mostly in English.

Occasionally I must communicate in German.

Can I toggle back and forth from English to German quickly and easily
without losing any of my customs settings in English or screwing up anythings
else on my system???
