how to train my parrot

hello, I need your advice on how to train my celestial parrot.I want him to
be my friend(let me stroke him) and talk. he lets me and my family stroke
him but does not seem to like it as sometimes he crouches dowm to avoid
being stroked. I also want him to stand on my hand wich he is just adiment
he wont let us do. can you give me some advice please?
