How to troubleshoot Managed MAPI Service Catastrophic Failure?

I just set up two email accounts in Outlook and I tried to import my contacts
from IncrediMail to Microsoft Outlook 2003 but my contact list was not
updated in Outlook. Since that time anytime I turn on my computer I get this
message: "Managed MAPI Service Catastrophic Failure. Unknown Error."

What causes this error and how can I troubleshoot it?
