How to turn Effects fill on, in the Drawing toolbar?

I want to have a picture as my background for Power Point but the effects
fill is not turned on. The effects fill is in grey and now highlighted in
black so will not let me choose it. This is so for the drawing menu and the
format menu.

Jeanie,
I would select the slide, then do a right click and select "background".
But, this (and John's way) only works if you have a slide selected. What do
you have selected?

Pretty sure Jeanie was clicking on the slide (background) and then going
straight to draw > fill > fill effects to change it. It is kind of a logical
way to go, just doesn't work!
