how to turn EPM to service mode?

Good day, everyone.

Currently I'm looking for the easy solution on turning Project Server
2007 into service mode. There are two simple requirements:

1) After turning into service mode Project Server must be accessible
and fully functional for System Administrator (or Administrator
group).
2) After turning into service mode Project Server must NOT be
accessible for other users.

Any suggestions? Is it possible to do using only Sharepoint built-in
capabilities?

Not sure what "service mode" is, but you can fulfill these
requirements by taking all users except the Admins out of their
Project Server security groups.

Another way of doing this - create a group called - ALL USERS - LOG ON or
similiar. Add all users into the group except admins, and then set the LOG
ON permission to allow or deny as required.
