Hi Paul,
You can use the technique here
http://support.microsoft.com/default.aspx?scid=kb;en-us;884202&FR=1
if Office was not deployed from an Office Admin Point created using
a MS Office Volume License. With the volume license the administrator
accepts the agreement and its obligations on behalf of the company
when creating the Office Admin Point on the server.

End users generally might not have the authority to accept the
license in a corporate environment on behalf of the company.
