How to turn off Clipboard, even after restarts?

Office 2003 SP2

I have unchecked "Show Office Clipboard automatically"
I have unchecked "Show Office Clipboard When CRTL+C pressed twice"

Clipboard is turned off, just like I want it, until restart. After restart
"Show Office Clipboard automatically" is checked again.

Anyone know how to solve this?

i don't think you can make it turn off even after restartbecause that's what
restarting it does. you'll just have to turn it off again after every restart.

That just don´t seem to be too practical. Is this really the case?

Can anyone confirm that this is the way it works with Clipboard?
