How to turn OFF Reading Pane

Is there a setting somewhere that will globally turn off the Reading Pane? I
know how to do it on a folder by folder basis, but I'd prefer when I create
a new folder that Reading Pane be off by default.

start outlook with the /nopreview switch or change the messages view.
