how to turn off speech?

I accidentally clicked on the speech recognition
function on the tools menu in outlook 2002. It prompts a
wizard to start to configure the microphone. If I cancel
the wizard and go back into tools and uncheck the speech
function the speech wizard comes up every time I start my
computer and go into outlook.
How do I permanently turn it off.??

If I turn it off and start and restart outlook then it
stays off however if I reboot the computer it comes back
on again when starting outlook.

Can anybody help with this annoyance.
