How to turn off the voice alert "You've got messages" in Outlook?

On my computer, I just get the sound alert when I've got new messages. On my
brother's, he gets an annoying voice saying "You've got mail" or "You've got
(# of) unread messages." We both use Outlook 2003 and have checked the
settings under Advanced Email Options and both have checked "Play a Sound."
Where does the annoying voice come from and how can we turn him off?

Check in the Control Panel under Sound and Audio Devices. Click on the
Sounds tab and see what is set for New Mail Notification in the 'Program
events' list box

Both of our settings were identical - "Windows XP Notify" is selected there.
I changed his to "ding" and now he gets dinged and still has the annoying
man's voice announce his mail. Where in the world is that man coming from if
not from Outlook???

According to what I could find, Outlook does not have a built in "You've got
mail" sound. Either he has a third party add-in program (there are several
that could add that feature) or he has a rule created to play a custom
sound. It could also be a program installed by his computer manufacturer
(Toshiba had a program called "Mail Speak" that did this)
