How to turn on or off crop command in picture toolbar in Word 2003

I cannot make the crop command turn on from grey so I can crop pictures. I
Select the Pictures Toolbar in VIEW, and I select "Insert Picture". Crop
just won't activate. What am I doing wrong?

Have you selected the picture you want to crop? The tool is active
only when a picture is selected.

Do the following:

1. On the Tools menu, Click Options.
2. In the Options dialog box, click the View tab.
3. Under the Show, click to clear the Picture Placeholders checkbox.
If the Picture Placeholders check box is selected, the image will not be
displayed. Only the bounding box will display. The Picture tollbar will be
greyed out. You will not be able to perform any operation on the image placed
in the document.
4. Click OK.
