How to unblock the queue if canceling the task doesn work?

One of the tasks (timesheet update) is blocking my project server 2007 queue.
I tried to cancel it (with "get queued" ticked), but it cannot get canceled.
It is always shown as "processing". Does anyone know how to cancel it and get
the queue working again?

Jobs that are in "Processing" stage cannot be cancelled. Have you tried
re-starting the queue services on the server itself? This should fix the
issue. BTW, is this job in queue position 1?
