It seems to be an in-general problem with your TabletPC rather than a
specific problem with OneNote.
Although some TabletPC specialists are taking part in this newsgroup,
I'd therefore suggest to post in the group dedicated to TabletPCs:
microsoft.windows.tabletpc

P.S. It would be nice if you would replace your preesent pseudonym
"hello" with your real name

As Rainald mentioned, this would be better suited for the Tablet PC group
but since I'm here, I'll do my best to answer you.

On Windows XP, there is no way to undock the TIP. You can bring up the
in-place input panel by putting the cursor in a text box and clicking the
mini keyboard icon that appears (like a smart tag) and this will open as a
"floating" input panel but will go away as soon as you're done with it. If
you open the TIP using the button on the taskbar or the wave back and forth
gesture, the TIP will remain docked at the bottom or top of the screen. No
way to override this on XP.

Fortunately, on Vista, the TIP does have a "fly out and stay in place" mode.
By default, the TIP appears on either the left or right hand side of the
screen as just an "edge" peeking out. If you click on this, the whole TIP
flies in from the side of the screen and remains on the screen in the
floating position until you dismiss it.

If you haven't upgraded to Vista, you should consider it. On a Tablet PC in
particular, there are huge improvements for Tablet PC users.
