how to union two array with same structure

maybe it's stupit question
but it's quite convenient for me in my case. anyone know how to union two
array which have same structure into one array.

for example:
array1 = ( (1,1),(1,2),(1,3))
array2 = ((2,1),(2,2))

I wanna get a new array like that
array3 = ( (1,1),(1,2),(1,3),(2,1),(2,2))

Are the arrays 0-based or 1-based (or something else)?

Are they 1-dimensional or 2-dimensional?

Array3 = MakeArray(Array1, Array2,1) to give a 1-based Array3;
Array3 = MakeArray(Array1, Array2,0) to give a 0-based Array3
