How to use StyleRef field in header to reflect Heading used each page

I'm developing a document (RFP) where the client has provided a number of
named sections to which responses are required. These sections will be
styles as Heading 1's and Heading 2's. The client requests that if the
response to a section covers more than one page, the titles be repeated at
the top of the next page.

I've set up a skeleton for the content, using Heading 1's for the main
sections (with page break before) and Heading 2's for the subsections. Then
I inserted two STYLEREF field codes in the header. The first refers to
Heading 1 and the one on the second line refers to Heading 2. The Heading 1
STYLEREFworks fine. However, I have a problem with the Heading 2 STYLEREF.
The first instance of Heading 2 is on page 3 but the reference shows up in
the header of pages 1 and 2 too. Also, the last heading in the document is a
Heading 1 with no specified Heading 2's but the Heading 2 STYLEREF is
carried forward from the previous pages.

What's the easiest way to fix this? Should I separate all Heading 1's by
sections, so I can omit the Heading 2 STYLEREF in those sections where there
is no Heading 2? Or is there a simpler way? Thank you.

The structure of my doc is like this:

Hi Mary:

Both problems can be solved by putting a Heading 2 on a
page, then directly formatting the whole paragraph as
Hidden Text. You'll need one each on the first and last
pages.

This may not alter the headers immediately, but click
around a bit -- it should switch eventually.

economical solution to the problem.
