How to view another site with yours as the banner in frontpage

using frontpage 2000 want to let someone link to an outside website from
within our site and keep a "banner" of our site at top of the page while they
are viewing the other site, is this possible, I have been to other sites that
do this and didn't know if it was possible with Frontpage.

You do that with frames.
Be sure to ask permission though or you could end up being sued.
