How to view calendar requests before accepting

Why do some calendar requests, sent to me by others,
appear on my calendar as tentative even before I have
noticed the requests in my inbox and accepted. Other
requests do not. I wish for all to perform this way. Is
it a function of HOW others send to me? I would assume
it is a setting on my end, but then again, some already
do show up on my calendar 'ahead' of my acceptance.
