How to view other people's calendars

Operating System: Mac OS X 10.6 (Snow Leopard)
Processor: Intel
Email Client: Exchange

We are on an Exchange 2007 and under windows I can view other people's calendars prior to setting up events. I cannot seem to do this with my Entourage 2008 Web Services edition. When I go to File>Open Other People's Folder and select Calendar, I keep getting that the server is not available. Any thoughts or ideas?

Are you delegate for their accounts?

Not sure if I was a delegate when operating under Windows but I was
definitely able to view their calendars. Internally in the company,
everyone can see all the calendars.

Really? I've never been able to see anybody's calendar unless I was
delegate.
You can see the free/busy information, but that's it.

In any case, it's worth checking whether you have delegation or not,

Are the other users possibly still on Exchange Server 2003? You will not
be able to see any accounts hosted there.
