How to write script to create folder?

Wondering if it is possible to use script (say .NET or vbscript) to create
folder in Outlook Mailbox? Say, I write the program and compiled as .EXE
file, user runs it locally from their desktop. Is this possible? How?

Yes, take a look at the MAPIFolder.Folders.Add method.
