HowTo disable Junk E-Mail under Tools | Options | Preferences tab

Howdy,

I need a solution to disable the Junk E-Mail button under Tools | Options |
Preferences tab in Oulook 2003.

I wouldn't disable the hole Junk E-Mail filter only the Junk E-Mail button.

So, that value doesn't work:
[HKCU\Software\Policies\Microsoft\Office\11.0\Outlook\Options\Mail]
"JunkMailProtection"=dword:ffffffff
In the menu bar I disabled the Actions | Junk E-mail menu option with this
value:

[HKCU\Software\Policies\Microsoft\Office\11.0\Outlook\DisabledCmdBarItemsList]
"TCID1"="31353"

Now I need a solution to disable that button.
