Howto make offline help the deafult

Microsoft Office Access 2003.

How do I make offline help the default source for help? Currently I have to
enter my search term and start searching, then when the option list appears
select Offline help, and restart the search. Also, I can't see a way to get
to the offline contents page.

I don't want help downloaded from the www each time I ask a question - the
offline help is perfectly adequate in most cases. Downloading updated or
extended help information is an additional option I should be able to select
only as required.

It can't be such a difficult question, surely. How do I stop Access
downloading new help from the 'net every time I lookup a help topic?
