Ccould someone please tell me how to get the "1.1, 1.1.1"
1.2, 1.2.1" etc., numbering inserted into the vertical
column that is immediately to the right of the "ID"

Put the cursor on the header of the column just to right of ID (which is
where you say above you want the new column), then right-mouse pick and
"insert" the column named "outline number".
