HTLM Inline Sound Control not available...

I want to add Sound to E-mail messages. I have XP & MS Outlook/Word 2003 and
and the email editor is Word. When I press the Sound icon in the Web
Toolbar, I get this message: "HTML Inline Sound Ctl. application not
available to open this object. May not be installed or deleted".
How can I make certain it is installed? Where do I look and what can I do
about it?
