HTML converts to PLain text after viewing once

We have users who are cuttin and pasting tables from excel into the body of an email. The receipient can open it once in HTML format, but after closing and reopening, it converts the email to plain text. This issue is concurrent with 03 and 07. I have 07. I can send this type of email to myself without having this issue. Others can send to me, without me having the issue. I have checked to make sure everyone is setup to send in HTML format. Again, the email can be viewed correctly the first time it's opened, but once it's closed and reopened, converts to plaim text.

Anyone have a clue what's going on?
