HTML email sometimes displays as plain text in Outlook 2007

I receive many HTML emails and they display correctly. However, some display
as plain text and there appears to be no way in Outlook 2007 to change the
format of a received message to HTML if it is mis classified as plain.

Anyone know how to view this text
