HTML emails with graphics - need plugin or add-on?

I use Outlook 2000 on an Exchange server and we can't get our HTML emails
with graphics to be received as an HTML email. People outside our
organization receive our emails as rich text without any formatting and no
graphics. Our server is not blocking the emails or reformatting them..the
problem I'm guessing is in Outlook. Do we need a plugin or add-on that
allows us to send those emails out without them getting reformatted?
