HTML encoded text doesn't display

The following email was written by Netscape, The source code is :

The problem I was having ....

Although the HTML commands call for black text on a white background, none
of the message displays in Outlook 2006. The problem never manifested itself
in earlier versions of Outlook.

Any suggestions (other than the obvious one of switching to another email
client).

Mail account type?
If you are using a virus scanner that integrates with Outlook disable this
integration and redownload the emails.
