HTML file and hypelinked documents saved to HTML

Hi, I wish to save a Visio file that contains hyperlinks to photos. The
folder that
contains the photos is a sub folder of the Visio
file. I burned this to a CD and everything works on the PC I created it on.
But the links do not work on other computers.
So I wish to end up with a Visio HTML file with hyperlinks to photo's that's
saved to CD for any PC to view.
Is there a way to make this work?
