HTML Form Buttons work in previous versions, but not in Outlook XP

At my company we use a web submission process that sends html
formatted emails to individuals for approval/processing/etc. The form
buttons work for Outlook 98 and 2000 (it opens up an explorer browser
which then sends information to a Perl script).

Now people are getting Outlook XP rolled out (a list of which I appear
to be at the tail end of), and the html buttons in their forms are not
working. Simply nothing happens. I don't have Outlook XP myself, so
I can't troubleshoot this much.

I am assuming it has something to do with the security settings, but I
have been unable to set up anyone's security settings to get these
forms to work.

Does anyone have any ideas??? Thanks.

The latest versions of Outlook don't run code in HTML messages. A form will
still do a GET, I think, but that's it.
