HTML hyperlink

I have a database where a user will export a report to
HTML. This HTML page is then referenced in a website used
for employees.

I need the pages that contain hyperlinks exported from
Access to open in a new web browser instead of the frame
that the HTML page is opened in. Is there some kind of a
solution to do this where the user will not have to type
in the code each time?
