HTML Hyperlinks to a specific range work in Excel 2002 but not in Excel 2000

I have a visio drawing with hyperlinks to specific range
of cells in Excel.
\\server\share\folder\spreadsheet.xls#'sheet1'!a20:d49
When I save my Visio drawing as a HTML, the hyperlinks
work perfect in Excel 2002.
When I try the hyperlinks on a compter running Excel 2000
the hyperlinks only go to the spreadsheet and not the
specific sheet nor the specific range of cells.
I created the document in visio 2002.
When I click the hyperlink on the Excel 2002 computer, an
excel feature installs (have no idea which one) and I am
prompted to enable macros.
Is there a feature or an update that Excel 2002 has that
Excel 2000 does not? What can I do to make the hyperlinks
work in 2000?
