HTML Inline Sound Control application not available to open object

I want to add Sound to E-mail messages. I have XP & MS Outlook and Word 2003
and the email editor is Word. When I press the Sound icon in the Web
Toolbar, I get this message: "HTML Inline Sound Ctl. application not
available to open this object".
How can I make certain it is installed?
