HTML Inline Sound Control not available

I want to add Sound to E-mail messages. I have XP & MS Outlook 2003 and Word
2003 and the email editor is Word. When I press the Sound icon in the Web
Toolbar, I get this message: "HTML Inline Sound Ctl. application not
available to open this object".
How can I make certain it is installed? Where do I look and what can I do
about it?

If I remember correctly, this is some kind of Office bug that has not been
fixed yet. Maybe someone else can fill in the details.
