HTML messages and Outlook 2003

Is there a setting in Outlook 2003 that makes HTML-formatted responses to
messages sent in HTML format have a *.eml file attached to them? My boss
tries to send out responses to people who e-mail him outside the company, and
neither the original message nor the reply have any attachments, but he gets
a non-delivery reject notice that the message was not sent due to a
potentially dangerous attachment (always *.eml). If this is a setting I can
change so that it always sends all responses in-line instead of using
attachments, please let me know as I've been unable to find it.

Strange, since .eml files are Outlook Express' external messages.

Is it possible, if the senders are sending the messages from Outlook Express,
that Outlook 2003 is adding the original message as an attachment when
replying to it? (Note: this only happens with Outlook 2003; I have tested it

And I just confirmed with one of the senders with whom there's been trouble
that she is using Outlook, not Outlook Express, so the mystery gets deeper.
