HTML to ASP With SEO

Hi Friends

I am writing as I wish to know how do i redirect an HTML web page
PageRank to a newly created ASP web page. As I have been reading that
Content Is the KING, I want to post all the latest information on our
re-launched Website http://www.discountcityhotels.net, previously, our
developer have used HTML files Extensively as HTML files were more
popular.

Now that we know that SE's have evolved, we want to make our website
more Dynamic.

Could someone please help me in understanding what is IIS rewrite and
How to perform it without affecting other sites that are using HTML
pages.

Also I wish to revamp http://www.luxurycityhotels.com/ soon, but not
sure where to start as most of the HTML pages are ranked 2-4 PR.

Any help will be greatly appreciated.
