HTML vs Plain Text

When I reply to a message that I have received in plain text my message and
signarture both come out in plain text even though I have my format set to
HTML ?
Is there a way to keep my replies and signature in HTML? To lock it in?

If the person sent it in plain text, that means they want the reply in plain
text, maybe they have a handheld device that doesn't do html very well.
Maybe they only want to see the information in the email, not the visually
stunning signature.

That's not always true. I have 2 clients that replys to me in plain all the
time but I know for a fact they receive my HTML emails fine in HTML format.
For some reason they just prefer to send out as plain. I send them pictures,
colored fonts, etc. regularly.

No. Outlook will always reply and forward using the format of the original
message.

Isn't there a setting somewhere that lets you tell Outlook whether or not to
use the sender's original format? I thought I remembered seeing that but I
can't find it anywhere. Maybe I'm confusing that with some other setting.

Perhaps you're thinking of Tools>Options>Mail Format>Fonts>Always use my
fonts
