I posted a ViSio drawing, in an HTML format, on our internet site. However, I
notice when I build the hyperlink within visio it stores the information in
the relative path. When I save the document out to HTML web page format, it
does not work.
So I try it without the relative path -- no dice.

I should be able to reference the data whether I am using visio or a
browser to review the content.

I don't know the complete answer here. However, I believe the issue is that
Visio expects the path to be relative to the location you place the HTML
file not the location of the Visio drawing.
