Installation failed, and the remark was htmlmarq.ocx did not register.

What steps are you following when you receive the
error (and is that the 'exact' error message)?

Are you using Windows XP SP2? If so, there are reports
that part of the security fixes for SP2 include one that
breaks the HTMLMarq.OCX Active X control.

Manually registering that OCX will likely not work.
