HTTP 430 Forbidden

Running Office Standard 2007 on Vista Home Basic

Until the day before yesterday I had no trouble accessing IE's home page.
Yesterday I installed Vista Service Pack 1 with IIS Diagnostic Toolkit
January 2006 (x86).

Now when I try to reach IE from my desktop or task bar I get the error
message "HTTP 430 Forbidden" with the explanation that though the server
could be reached it would not accept my login. Login for IE? as of yesterday?

My email and Favorites work, and I can Google from any Favorite Web site.
Also, I am four users on this computer, and the other three reach IE fine.
My default user is the only one with this problem.

Fix, anyone?
