http to https - trouble connecting

After changing PS from http to https, project managers can
no longer connect through Project to update and publish
projects. They receive SQL Server login errors.

Connection failed:
SQL State: '01000'
SQL Server error: 10061
[Microsoft][ODBC SQL Server Driver][DBNETLIB]ConnectionOpen
(Connect()).
Connection failed:
SQLState: '08001'
SQL Server Error:17
[Microsoft}ODBC SQL Server Driver[DBNETLIB]SQL server does
not exist or access denied.
