You can't use Word's watermark feature to do this, because it anchors the
watermark in the header (see
http://sbarnhill.mvps.org/WordFAQs/AnchorToHeader.htm for an explanation of
this) and that makes it repeat on every page.
Instead, you'll have to anchor the graphic in a paragraph of regular text on
the page (by having the cursor in that paragraph when you insert the
graphic), set the graphic's text wrapping to Behind Text, and use the Color
control on the Picture toolbar to set it to Washout (which is low contrast
and high brightness).
You'll have to repeat this on each page where it's needed. It would help to
create it the first time and then make an AutoText entry from it, so it's
easier to insert more copies.
