Hyper Links in E-mail

Why when I have a link to the internet explorer do I get a window that opens
and remains blank and then a second window opens with the web site and all
content. It seems to go to open explorer anddoes nothing and then presto the
window opens in a reduced size. Any help would be appreciated.
