Hyperlink base feature and TOC conflict

If I enter a hyperlink base for a number of links I have throughout my
document, the table of contents returns an error "Cannot open the specified
file." Removing the hyperlink base returns full functionality to the TOC.
Is there a way I can use both?

What version of Word are you using and can you provide some examples of how you're using the hyperlink base (basically a 'borrowed'
choice to support W3C HTML from the Office documents when saving as a web page) and what you need to accomplish?

I'm using the 2007 beta(2?). The document is an operating procedure that is
viewed both online and as a hard copy. The table of contents leads to
different sections of the document. Within the document are testing
specifications, each associated with a testing procedure. A link to each
testing procedure uses the same base since they are all located in the same
folder. However, employing the use of both causes any link in the table of
contents to either cause the error message mentioned earlier to appear or
simply opens the base folder for the testing procedures.

I'm using Office / Word 2003 SP2 and I am getting the same error message and
having the same conflict between the TOC and Hyperlink Base. The Hyperlink
Base property is set as \\ to allow inserted hyperlinks to default as the
full UNC path.

I've also tried setting x as the Hyperlink Base property I get a different
error "Cannot open specified File"
