Hyperlink character style won't underline cross-references

I have a number of cross-refs in a large document, which I would like to show
up as underlined so it looks like a hyperlink when I convert it to PDF. When
I assign cross-refs the built-in Hyperlink style, the underline doesn't show
up. I have to create a new character style that's underlined to make it show
up. The reason I'm using a style to do this is because I need to be able to
switch the underlining on and off for the print version of the document (in
which I don't want underlines) and the PDF online version (in which I do want
underlines). Can anyone think of a better way to do this?

In Word 2003, you can go to Format - Styles and Formatting. Then, from the
list on the right, right-click on the style named Hyperlink and select
"Format." Then format the font as underlined.

The Hyperlink character style is blue and underlined by default, but Word
doesn't apply it to cross-references. Kamran need only apply the Hyperlink
style to his cross-references.

Thanks, Suzanne. Yes, I have tried doing that, but the text does not take on
the attributes of the Hyperlink character style -- it remains unchanged. If
I just select underline it'll do it, but not with the Hyperlink style. So
far the only thing I've found that works is creating a new style to underline
the text.

Maybe you have a better suggestion for me -- the reason I'm doing this is
because I'm convert the document into PDF for online use, and I want to TOC
and cross-reference to be underlined just like hyperlinks on the web. Is
there a better way to do this?

Another thing I forgot to mention is the Table of Contents, for example, in
which all the entries set to hyperlinks but do not show up with underlining.

Word applies and suppresses the Hyperlink style for TOCs, and I guess it
does the same for hyperlinked cross-references. Bizarrely, if you unlink a
TOC, then the entries are no longer hyperlinked, but the Hyperlink style is
apparent! I don't think there's any way around this except to apply a
different character style, as you suggest.
