Hyperlink Frustration

I trying to link test using bookmarks and hyperlinks. I followed the instructions, created a bookmark on the destination text and a hyperlink on the target word and it works perfectly in browser preview mode. After publishing, clicking on any of the hyperlinked words takes the user to the home page instead of the bookmarked text. Anyone have any ideas what's going on and how to fix it?

Make sure you have a web open, as well as the page that has the bookmarks
and the page you are linking from when creating the bookmarks.

Also check that you don't have a <base ref...> tag in your head section
