hyperlink in Excel

I have a user who has some hyperlinks to jpg file. After clicking on the
hyperlink it brings up the picture in IE. But he wants to bring up in MS
Photo Editor. I went to folder option in Windows Explorer and changed the jpg
file type to open it through the Photo editor but it still open up the IE
browser. If I click on the JGP file directly it opens up the Photo Editor but
not throght the hyperlink. Any help will be appreciated.

It is Excel 2002/SP2, windows 2000 with SP4
