Hyperlink in Outlook 2003

When I click on the hyperlink in Outlook 2003 it does not work. I get an
error and the link will not open.

Does the error mention "restrictions in effect..." ?

This is a problem with IE, its not an Outlook error. You need to reset your
internet settings in IE's Tools, Internet Options, Advanced tab. (Or Control
panel, Internet options, Advanced tab).
